Well, without a genital examiniation, it would be difficult to diagnose your situation online. It may be normal skin variations as your sex organs develop. Sometimes, small bumps appear where pubic hair is starting to grow, and these are normal bumps. Small, fine hair can grow on parts of the shaft of the penis and the scrotal sacs, and again, there are normal skin variations that can appear as small bumps around the rim of the penis as well. If you have not been sexually active, then there is no concern over an STD, but if it is really concerning you, the best thing to do would be to get a genital exam from either your regular doctor (if you have one), or see if you can get an appointment with a clinic doctor to reassure you if your bumps are of concern or not. Good luck!
