I doubt very much if they are scabies, since scabies usually creates more than a rash and wouldn't go away very as quickly.
I am not a medical doctor and wouldn't want to diagnose anything without seeing it anyway, but it does sound as if the rash may be an allergic reaction to something that your girlfriend may be wearing. Allergies can develop over time and it may be her perfume, her deodorant or even the soap that her clothing is washed in.
It could also be hives and your bodies' reaction to getting sexually turned on, a heat rash due to changes in temperature recently or almost anything.
It is probably nothing to worry about at all, since it goes away and is not related to anything serious. If you really want to find out more, you might go to a dermatologist who is a doctor that works with skin. He/she may be able to give you a better answer.
