If HSV 1 can be transmitted to the lips or genitals of your partner, what is the risk or probability that the infection can be passed to other body parts(such as breasts or neck) during foreplay and intercourse? Also what is likelihood of spreading infection thru kissing, when no symptoms are present?

HSV 1 can be transmitted to non-mucous body parts, like the neck, with the chances being greater during an outbreak. It is really difficult to determine the probability of transmission, whether or not symptoms are present, during activities like kissing, though in either case, it can definitely happen.
