It actually is very normal for a young woman to be 14 and still not actually be menstruating. The cramps are showing you that there are the normal hormone changes but your body just hasn't started the build up of the uterine lining and the shedding. You are probably ovulating eggs (thus if you were to have sexual intercourse you could get pregnant) but the last thing to happen is often the actual period. The average age for periods to occur is 12 years and 8 months, so you aren't really very far over that average. It is not unusual for a girl to be 16 before she has a period. If you get to be 16 and still don't have it, then you might ask a parent or older adult to help you see a good gynecologist who can examine you to see if there is anything wrong. At this point, I don't think there is anything to worry about.
